Attorney General Sean Reyes Thanks Government Records Counsel Blaine Ferguson for Decades of Service

Attorney General Sean Reyes released the following statement today:
Blaine Ferguson

Blaine Ferguson is retiring after 30 years of service in the Utah Attorney General’s Office.

“Blaine represents the very best the Utah Attorney General’s Office has to offer. For decades he has diligently and effectively advocated on behalf of Utah, often in difficult assignments, but always with patience and class. While he is a fine lawyer, he is an even finer gentleman and human being. His spirit, his talents, and his kindness–to all–will be missed. We wish him the best of luck in his future assignments, where ever they may be, as he explores this next stage of life.”

After earning both his undergraduate and law degrees from BYU, Blaine Ferguson was admitted to the Utah State Bar in 1977.  Blaine joined the Attorney General’s Office in 1986 after almost nine years in private practice.  He worked for nine years in the Child Support Section of that office, serving as section chief for six of those years.  In 1995 he joined what later became known as the Commercial Enforcement Division.  That Division represented the Department of Commerce and most of its divisions, including DOPL, the Division of Securities, the Division of Real Estate, the Division of Consumer Protection, and the Division of Corporations and Commercial Code, and it was also involved in antitrust enforcement.  Blaine served as chief of the Administrative Law/Licensing Section of that division from 1997 to 2007.  In March 2007 he was appointed as chief of the Commercial Enforcement Division, and he served in that capacity for over seven years.

Starting in 2008, Blaine has been first chair of the Attorney General’s Office GRAMA Committee and in May 2014 Blaine was appointed as the first Government Records Counsel for the Office, serving in that position ever since. Because of difficult nature of many GRAMA requests, Parker Douglas once said that “When I pick up the phone, the eleven most beloved and feared words I can hear are: ‘Hi, Parker. This is Blaine. Do you have a few moments?”

Parker is not alone in his esteem for Blaine. He is appreciated and respected by his fellow attorneys and employees in the office, a few which offered their comments for Blaine and his years of service:
  • “Blaine Ferguson exemplifies the ideal public servant.  Each day he has performed his responsibilities with dignity, integrity, and kindness.  He is highly intelligent and has worked tirelessly for the citizens of Utah.  In the many years that I have worked with him, I have never heard him say an unkind thing about another person.  He is an outstanding teacher, mentor, and attorney of the highest moral character.   We will miss his wisdom.” John Mccarrey
  • “I worked with Blaine on government records issues quite a bit over the last several years.  The thing I appreciated most during this time was his commitment to accurate legal analysis.  While our office was under intense scrutiny, he tackled numerous difficult legal issues with good judgment and respect for all concerned.  Every issue that crossed his desk received careful and thoughtful attention.  It was a privilege to work with such a dedicated public servant.  We will miss his pleasant demeanor and tireless service on behalf of Utah taxpayers.” Mark Burns
  • “I have only had the opportunity to get to know and work with Blaine since September, but in just those short few months it has been an absolute pleasure.  He is quite possibly the sweetest, kindest, most soft-spoken person I know, and I am so honored to have had the chance to work with him.  I appreciate his hard work, determination, and perfectionism as those are qualities that are absolutely necessary for his position, and it’s a position I don’t envy.  He has had the weight of the world on his shoulders over the last several years, and he has taken on his job with patience, kindness and attention to detail like no other.  It will be hard to fill his shoes and he will be greatly missed.  He more than anyone deserves this time with his family.” Cecelia Lesmes

We wish Blaine all the best of luck and success in his future endeavors. His kindness, attention to detail, and the thorough manner with which he approached all he does will be missed in the Office of the Attorney General of Utah.
